
- Innovation is an idea, practice, or object perceived as new by the relevant unit of adoption, whether it is an individual or an organization (Rogers E. Miller, 1971)
- Innovation is an effort to introduce a practice in order to bring about a social change. The practice need not be totally new; it's efficiently and potentiality in a new context are the main criteria used in labeling is as innovation. The emphasis is on change in terms providing a strategy to deal with specific local or national problem (Vanterpool, 1990)

"Change refers to "continuous reapraisal and improvement of existing practice which can be regarded as part of the normal activity. While innovation refers to idea, object, or practice asnew by an individual or individuals, which is intended to bring about improvement in relationto desired objectives, which fundamental in nature and which is planned and delibrate" (Nichols, 1983:4)
